This guide is designed to help municipalities create ordinances to regulate and control nuisance odors as part of their legal responsibility to manage urban environmental quality.
Under Article 25 of Law 7/1985 (as amended by Law 27/2013), municipalities must manage the urban environment—including protection from noise, light, and air pollution—according to state and regional laws.

Abstract
In accordance with the provisions of Article 25 of Law 7/1985, of April 2, Regulating the Bases of Local Government (amended by Law 27/2013), the municipality "shall in any case exercise, as its own powers and within the terms of State and Autonomous Community legislation," the management of the urban environment, within which it specifically mentions protection against noise, light, and atmospheric pollution in urban areas. Within this legal framework, this Guide is presented for the development of an ordinance for the control of environmental odor pollution. This guide aims to regulate, through an ordinance, the factors and causes that determine the nuisances caused by environmental odor pollution.
