The final draft of the BREF for the Intensive Rearing of Poultry or Pigs (IRPP) has been published.

Sevilla Process m   The final draft of the BREF for the Intensive Rearing of Poultry or Pigs (IRPP) has been issued on the 14/08/2015. The Deadline to receive Industrial Emissions Directive (IED) Article 13 Forum comments ends in just two weeks, the 5th of October 2015. This document is about to reach the end of the Sevilla process. 

   The Sevilla Process is a name given to the drafting of "Best Available Techniques" (BAT) Reference Documents (BREF) according to Article 16 (2) of the IPPC Directive.

   Following this Process, the second draft of the BREF on Intensive Rearing of Poultry and Pigs (IRPP) was issued on August 2013. The word "odour" appeared 487 times in the second draft. This is a measure of the importance of the odour management in this BREF.

   The Final Technical Working Group (TWG) meeting for the review of the Intensive Rearing of Poultry and Pigs (IRPP) Best Available Techniques (BAT) REFerence documents (BREF) took place in Seville from the 17th to the 21st of November 2014.

   The Final Draft of this IRPP BREF includes plenty of information about odour management in pig and poultry units. The chapter 4.10 for example details several techniques for the reduction of odour emissions, such as:

  • dilution of odorants
  • discharge conditions
  • dietary effects
  • air cleaning systems
  • Odour Management Plan

   In addition, there is also a chapter about good operational practice in pig and poultry housing, slurry storage, manure processing and landspreading and a table that compares different odour emission factors for pigs and poultry farms in the Netherlands, Germany and Denmark (table 3.81). In general, we also see some influence of the VERA organization in this draft, with many references to members of this group, which is a good thing.

   There is a list of Best Available Techniques in chapter 5 that include both management practices and abatement devices.

    The Deadline to receive Industrial Emissions Directive (IED) Article 13 Forum comments ends in just two weeks, the 5th of October 2015.
