SEVERAL INTERESTING NEWS

Several interesting news have happened along this month, all of them deserve a special look and a long article, which will be done in later dates. The summary is the following:

  • The Seminar About Odours In The Indoor And Outdoor Environment (Gerüche In Der Umwelt Innenraum- Und Aussenluft) in Bad Kissingen, Germany was a success. • A new Law about Air Quality and Protection of the Atmosphere has been published in the official bulletin of Spain the 15th of November after several years of efforts and several drafts that does not have resemblance with the final text. This law can be downloaded here. (unfortunately just in Spanish). This Law does not mention the Word “odour” in the whole text… In addition, the 1961 Reglament of Annoying, Noxious, Insalubrious and Dangerous Activities (which regulated a buffer distance for odour-emitting activities) has been derogated.
  • Another news, positive this time, is the coming IWA 3rd IWA international conference on odours and VOCs – measurement, regulation & control techniques. This will be the first time it is in Europa after other events in Sydney and Singapore, and it will come to Spain. This conference is scheduled for the 8th and 10th of October 2008 in Barcelona. More information can be read here.
  • Last but not least, there is another important international conference in Rome from the 6th to the 8th of July 2008. The NOSE 2008 (International Conference on Environmental Odour Monitoring and Control). To read more about this you can click in this link.
  • Another very important event related with farming and odour control is Eurotier. This Fair is supported by the DLG (German Agricultural Society). A HISTORY OF ODOURS IN GALICIA, SPAIN.

The history of Calizamar, is a short but conflictive. Calizamar is a company whose main activities involve the manipulation, transformation, reuse and management of wastes and byproducts from the shellfish industry located in the surroundings. Since the very beginning of its activities, numerous complaints have being registered in the Town Council and the Regional Government of Environment of Galicia, Spain.

The number of complaints was such that the licence of this activity was revoked several times, to the point that nowadays this activity has licence for just testing activities. Only a few days after this paralysation of the activities, the company announced the acquisition of a device to eliminate harmful gases. However, a few months afterwards, neighbours started to complain again about bad smells.

After promising an investment of two million euro to increase the capacity of the waste water treatment plant at the end of 2006, another license was granted. However, from the end of 2006 the Regional Government of Environment of Galicia is auditing the odour emissions.

A BRIEF INTERESTING INTRODUCTION ABOUT LEGISLATION.

In this link, a short presentation of legislation about odours nowadays can be downloaded (unfortunately in Spanish).

This subject is being discussed nowadays by several Autonomous Communities of Spain. It is necessary to have as reference the limits imposed by other countries with a much more elaborated legislation, as in several cases, there are not enough records to examine all the odour-generating activities.

In some occasions the doubt is presented through two questions: Is it necessary to develop an integral legislation about odours considering all activities? Or it is just convenient to regulate the activities with problems of this type? (e.g. Redering, animal farming, WWTPs, etc.?

In the first case, there should be a catalogue of activities potentially odour-generating in the way of the Spanish Decree 2414/1961 or from the existing in the Decree 833/1975. The construction of such a catalogue must count on the experience of people with experience in this field and should take into account the limits proposed in other international legislations.

In the second case, setting up a limit must be considered together with the activities involved in the regulation, as in some cases even the application of the BATs might not imply a reduction of the annoyance by odours. In addition, other important factors must be considered (land use, separation buffers, etc) when the purpose is to set a particularnumber of odour units.

Training is a parallel activity of St Croix Sensory. During one hour, Charles McGinley explained some interesting aspects of the odor pollution, with detail in practical applications and legislation.

Thanks to the kindness of Michael, Charles, Donna and Nick, this visit to St Croix Sensory was both interesting and pleasant .
